MAMMINASATA MOVES AHEAD WITH REGIONAL SOLID WASTE DEVELOPMENT


The Government of Indonesia (GoI) is taking steps to improve solid waste management by requiring regional governments to comply with Law no. 18/2008 on waste management. As part of its efforts, it has selected the Mamminasata Metropolitan Area (which encompasses Makassar City and the regencies of Maros, Gowa and Takalar) for a pilot project to develop a regional sanitary landfill. This metropolitan area is a driver for growth, not only for Sulawesi but for the whole of Eastern Indonesia in terms of industry, transportation, and trade. However, due to the lack of adequate solid waste management systems, it is facing serious environmental and sanitation issues, including increasing levels of illegal waste dumping into rivers, canals, and roads. For sustainable development in the region, the establishment of a sanitary landfill (tempat pemrosesan akhir, or TPA) is critical.
In support of this process, the AusAID funded Indonesia Infrastructure Initiative assisted the Directorate General of Human Settlements (DGHS) to prepare a Detailed Engineering Design (DED) for the TPA. The objective of the DED is to develop an integrated solid waste management facility that provides environmental protection – in particular to surface water, groundwater, and air quality – while employing cost-effective technologies.
The development of the DED has prepared DGHS to initiate the physical construction of the TPA with loan assistance from the Japan International Cooperation Agency (JICA). The Mamminasata project is currently in the pre-qualification stage of the tender process for the construction of the landfill site.
The successful completion of the Mamminasata project will encourage the central government and other provincial governments to work in coordination to establish solid waste management systems in various regions to improve sanitation facilities and provide a better quality of life for citizens in Indonesia. 
